
NORA MENU OF HOUSING OPTIONS FOR RURAL COMMUNITIES
Communities across rural Oklahoma are facing growing housing challenges that affect workforce availability, economic growth, community stability, and quality of life. Local leaders are often looking for practical solutions, but many communities are unsure where to begin or what tools may already exist to help address these issues.
The NORA Menu of Options for Rural Communities was developed as a practical resource to help communities explore different approaches to housing development, policy, and community readiness. The guide brings together examples, ideas, and strategies that communities can use to start local conversations, evaluate barriers, and identify opportunities that fit their specific goals and capacity.
This is not a one-size-fits-all plan, and there is no expectation that communities implement every option included in the guide. Instead, the Menu is intended to help local leaders better understand what is possible and provide a starting point for communities that want to explore ways to expand housing opportunities over time.
